Support the Transition to a No-Kill Animal Shelter for Carrollton

Dear Community Leaders,

We, the undersigned residents of Carrollton, Tx, respectfully urge you to take immediate and meaningful action to support animal welfare by converting our city’s animal shelter into a no-kill facility. This transformation reflects the values of compassion, responsibility, and community engagement that define our city.

To ensure the successful and sustainable implementation of this initiative, we propose the following key actions:

  1. Property Tax Incentives for Adoptions
    Provide a $500 property tax credit per dog adopted, capped at three dogs per household per year, to encourage responsible pet adoption. Each adopted pet would also be covered by $1,000 in basic pet insurance to assist with veterinary care and reduce the risk of return due to medical costs.

  2. Creation of an Overflow Shelter
    Establish an overflow animal care center to prevent overcrowding and reduce euthanasia rates. Proposed sites include recently closed McCoy Elementary or any other similiar facility.

  3. Volunteer Sign-Up Drive
    Launch a city-backed volunteer recruitment campaign to build a network of trained individuals who can assist with animal care, foster programs, transportation, and adoption events. Community involvement is critical to the success of a no-kill model.

  4. Hiring of Additional Staff
    Invest in the recruitment of qualified staff to manage the increased operational needs of a no-kill shelter, ensuring proper care, safety, and support for animals and adopters alike.

  5. Free Spay & Neuter Campaigns that will help control the stray animal population, leading to fewer animals on the streets and in shelters. This, in turn, lowers the cost burden on city-funded animal control and shelter services. 
  6. On Site Vet to assist with animals that come in with illness and sickness.
  7. Limits on Pet Deposits and Fees for Apartments so that no Carrollton resident is force to give up a pet because of such expenses.

Transitioning to a no-kill model is not only morally right—it is fiscally and socially responsible. Numerous cities across the nation have adopted similar models with great success, leading to lower euthanasia rates, improved community engagement, and healthier, happier animals.

This initiative will save lives, strengthen our community, and set a powerful example for how cities can compassionately and effectively address the needs of homeless animals.
